Due to ongoing departmental developments, the National Risk and Resilience Department (NRRD) is looking to recruit into the position of Clinical Training Officer attached to the Scottish Multi-Agency Resilience Training & Exercising Unit (SMARTEU).  The successful incumbent would primarily operate from the Scottish Fire & Rescue Headquarters in Cambuslang, but since the role has a national remit, nationwide travel should be expected.

The purpose of the Department is to provide a comprehensive, effective and robust organisation-wide structure for risk management, integrated emergency planning, business continuity management, infrastructure security, community resilience, strategic operations and specialised operational response. The NRRD team also directly manages and trains the three full-time Specialist Operations Response Teams.

Reporting to the Training & Development Manager (SMARTEU), you will assist in delivering all aspects of tri-service training and exercising with our Police and Fire Service colleagues. 

The post holder will be a Paramedic Registered with the Health Care Professions Council, and ideally experienced in supporting the delivery, development, implementation and evaluation of online learning.

In addition, they should hold or be willing to work towards, an appropriate level of teaching qualification (Level 4 Certificate in Education and Training / equivalent or above). Be able to demonstrate a proven track record of developing and delivering an educational curriculum within a healthcare setting.  Previous experience in relation to managing staff and financial resources is also essential.

The post will also provide support and resilience to the training and exercising activity designed, developed and delivered in SMARTEU. A working knowledge of generic joint major incident response and structures and also of the Joint Emergency Service Interoperability Principles (JESIP) and associated products will be required.

You will represent the Scottish Ambulance Service on specialist groups, together with the emergency services and Scottish Government, engaged with the development of training opportunities with other key stakeholders.

Major incidents can occur at any time and you will be required to provide a response in the role of Tactical Advisor, or similar leadership role.  The successful applicant will be expected to participate in a formal on call rota as part of the NRRD leadership team.

The nature of the role means that you will be required to deal with sensitive information for which Security Clearance (SC) will be required. Additionally, the SMARTEU aspect of the role may also require you to undergo basic Police Scotland vetting in relation to accessing the Police Scotland computer systems as this is the ICT platform on which SMARTEU business operates.
