Public Health Scotland is a new organisation between the Scottish Government and Local Government, working in partnership, to provide leadership to improve and protect the health and wellbeing of the people of Scotland.

Public Health Scotland launched 1st April 2020 with the formal status of a National Special Health Board employing around 1100 people, and with an annual budget of around £60 million, Public Health Scotland will provide authoritative information and services to support people and communities across Scotland. It will lead the national response to unforeseen health emergencies and will contribute to national and local government policy through its provision of robust data and intelligence.

This is an exciting and challenging time for Public Health Scotland (PHS) where the Programme Portfolio roles will be integral in supporting Scotland’s health through the current pandemic and beyond.

This post is a unique opportunity to join PHS’s Data and Modelling Service where we are looking for an experienced manager with excellent project management and organisational skills to provide analytical and technical leadership within the Whole System Modelling programme while collaborating with internal stakeholders and external partners such as the Scottish Government, NHS Boards and Health & Social Care Partnerships.

As a Programme Portfolio Manager you will:

  • Collaborate with and support senior managers to define, design and deliver their strategic business projects from idea generation through implementation
  • Develop and manage the plans, risks and team resources in accordance with each project’s scope to deliver outcomes to the appropriate level of quality
  • Manage and deliver across a complex portfolio of multiple (related or disparate) projects to ensure procedures and performance measures are in place and maintained
  • Identify resource requirements for new developments and work with managers to plan out staff time for new developments
  • Display effective decision making and problem solving skills throughout the project lifecycle
  • Work collaboratively with academic partners, IT specialist, clinicians and other subject matter experts

The successful candidate will have experience of managing the delivery of complex analytical projects which include overseeing the delivery of analytical outputs and quality assurance of data which make use of innovate methods and technology. You may be working in a high pressure area which is responding to an evolving pandemic and recovery strategies, the candidate is therefore expected to be resilient and have qualities that enable them to cope with multiple demands from multiple stakeholders.

The dimensions of these roles provide a strong indicator of their importance and complexity. You will be educated to a degree level with a relevant postgraduate qualification or experience in lieu, have a proven, successful track record in project, programme or portfolio management, preferably within a Health & Social Care environment.  We need you to have excellent leadership, influencing and change management skills.  The ability to analyse and interpret data, to understand complex analytical methodologies and technical solutions and to communicate your ideas in a clear and concise manner is essential. You must be results-orientated and achieve those results working in partnership and with a keen eye to working collaboratively. It is vital that you demonstrate the values of PHS by being collaborative, innovative, excellent, respectful and work with integrity.

Any candidate who has lived/worked overseas for more than 12 months in the preceding 5 years will also be required to provide a criminal record check from the appropriate overseas agency.

During times of public health emergency, or other urgent business need you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service

Due to our national response to the ongoing COVID-19 Pandemic there will be an expectation for weekend and/or out of hours working
