Chief Financial Officer, Scottish Borders Health and Social Care Partnership Integration Joint Board


This is a unique opportunity for experienced candidates to lead and influence the future direction of health and social care services across the Scottish Borders region.   

Over the next few years Scotland will see the introduction of its National Care Service and as Chief Financial Officer for the Scottish Borders Health and Social Care Partnership Integration Joint Board (IJB) you will have an opportunity to influence how the IJB responds to this ambitious programme of investment and reform. 

You will work closely with the Chief Officer to develop the Strategic Commissioning Plan for the Integration Joint Board, driving the transformation of services to create a modern, sustainable model for 21st century care.   

Within the Scottish Borders Area we serve a population of around 115,000 people, and have over 5,000 dedicated staff working across the Health and Social Care Partnership, with a budget under direct financial management of £156M, and total funding under control of the strategic plan being £180M.  

Working closely with IJB members, the Chief Officer, strategic and operational delivery partners and our communities; the Chief Financial Officer will be at the heart of strategy development and financial governance arrangements for the IJB.  The Chief Financial Officer will aim to increase value and shape how resources are deployed to better meet population needs, while providing improved affordability, financial governance and financial and service sustainability. 

The Scottish Borders IJB is fortunate to share boundaries with our Strategic Partners in the Scottish Borders Council and NHS Borders.  This enables very close joint working at both a strategic and operational level, and supports our ambition to lead the way nationally, introducing new innovations and operations benefiting from the true integration of services.   

The Scottish Borders has all of the benefits of being more rural, with spectacular rolling hills and countryside, a beautiful coastline, picturesque towns and villages, great outdoor pursuits, excellent schools, a rich history, with good proximity and transport links to Edinburgh and the North of England.                  

We are looking for someone with exceptional communication, negotiation and influencing skills, who is able to work collaboratively across organisations, with a focus on quality, outcomes, along with financial governance and sustainability in order to lead and support the delivery of the integration agenda in the Scottish Borders.  The successful candidate will have the ability to bring out the best in people and relish developing a positive staff culture focused on exceptional care and compassion underpinned by safe, high quality services. 

The successful candidate will report to the IJB Chief Officer, with professional lines to the Chief Financial Officer and Directors of Finance in the Scottish Borders Council and in NHS Borders.

The IJB Chief Financial Officer will be responsible for developing the financial strategy and financial governance arrangements of the IJB in line with legislation, organisational policies and professional requirements.  They will work with a diverse range of stakeholders across Health, Council, Voluntary Sector and other partner agencies.  They will also work closely with the relevant Directorates within Scottish Government.
