Public Health Scotland is a new organisation between the Scottish Government and Local Government, working in partnership, to provide leadership to improve and protect the health and wellbeing of the people of Scotland.
Public Health Scotland launched 1st April 2020 with the formal status of a National Special Health Board employing around 1100 people, and with an annual budget of around £60 million, Public Health Scotland will provide authoritative information and services to support people and communities across Scotland. It will lead the national response to unforeseen health emergencies and will contribute to national and local government policy through its provision of robust data and intelligence.
NHS Tayside was established in 2004 and provides a comprehensive range of general and specialist acute services for Tayside (400,000 population) and North East Fife (70,000 population). NHS Tayside’s governance includes three major and a number of community hospitals, including the University of Dundee’s Medical School attached to the region’s flagship institute, Ninewells Hospital in Dundee. It also includes over 60 GP surgeries and a variety of health centres staffed by thousands of employees of the health region. NHS Tayside aims to provide a patient-focused service that treats patients by giving good access to treatments and facilities. The purpose of the Public Health Directorate is to improve health and wellbeing in the population of Tayside, prevent disease and minimise its consequences, prolong valued life and reduce inequalities in health. The Directorate of Public Health works closely with the three local authorities and three coterminous Health and Social Care Partnerships across Tayside and is represented at each of the three Community Planning Partnerships.
This is a joint post between Public Health Scotland and NHS Tayside. The substantive employer will be Public Health Scotland, with a long term, rolling Service Level Agreement with NHS Tayside.
This is a bold new initiative to improve the health of people in Scotland by developing and enhancing local and national expertise in the area of healthcare public health. You will be part of wider team working across secondary and primary care that will be concerned with maximising the population benefits of healthcare and reducing health inequalities while meeting the needs of individuals and groups. You will do this by prioritising available resources, by preventing diseases and by improving health related outcomes through design, access, utilisation and effectiveness.
We are looking for a Consultant in Public Health / Public Health Medicine to provide clinical and public health leadership in relation to the specific areas of secondary and unscheduled care services, to enable policy and strategy creation for the delivery of key public health goals.
You will be joining a teams embedded within the NHS, but working closely with a wide range of relevant strategic partners and stakeholders including NHS Boards, Health & Social Care Partnerships, Academic Institutions, Out of Hours Services, NHS 24 and Scottish Ambulance Service.
You will be focussed on transforming Scotland’s public health system, through effective working relationships with stakeholders such as NHS Scotland, Scottish Government and partner organisations.
For NHS Tayside the post holder will participate in the delivery of health protection out of hours and during periods when surge capacity is required.
The post holder must be registered on the Specialist Register of the General Medical/Dental Council in Public Health or on the UK Public Health (Specialist) Register; and be a Competent Person under the provision of the Public Health Act (Scotland) 2008.
The post will report directly to the PHS Head of Clinical and Public Health Intelligence & Research; and Director of Public Health, NHS Tayside Directorate of Public Health.
The successful candidate will be required to undergo a PVG Scheme Disclosure Scotland check.
Any candidate who has lived/worked overseas for more than 12 months in the preceding 5 years will also be required to provide a criminal record check from the appropriate overseas agency.
Candidates must have current GMC/GDC/UKPHR registration at the time of applying.
During times of public health emergency (eg the ongoing COVID-19 Pandemic) or other urgent business need you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service
