As part of the development of NHSScotland Assure, a new role has been developed which will be part of the existing Health Facilities Scotland Public Private Partnerships (PPP) Team. This is a highly professional, senior and autonomous team comprising Head of PPP Programme/Lead Advisor, Contract Advisor, Contract Manager and Project Support Officer. This strategic role will be responsible for management of End of Contract Management activities related to PPP contracts and will likely require use of external consultants and engagement with public sector peers.
NHSScotland Assure is the new centre of expertise focusing on quality in the built environment through providing a suite of services launching on 1st June 2021 also encompassing the existing services provided by Health Facilities Scotland and ARHAI (Antimicrobial Resistance Healthcare Associated Infection). Health Facilities Scotland is part of NHS National Services Scotland and provides operational guidance to NHSScotland healthcare bodies on all facilities topics. We deliver and co-ordinate effective advice and support in relation to national facilities, equipping and technical matters which support and improve health and well-being services.
We are looking for an experienced and qualified professional who will be responsible for developing and implementing a strategy for End of Contract Management for the PPP team as well as providing support in other PPP activities. The management of resources against capacity is a key priority for the role and a well-developed management skillset is required, as well as the ability to deal with stakeholders in prioritising workload. The post holder will also be responsible for engaging with NHSScotland Boards and lead the End of Contract Management processes, creating a standardised approach, through understanding complex contractual terms will provide appraisals of options available and assist in negotiations where necessary with stakeholders to deliver optimum outcomes. The post holder will recognise the strategic importance of this role and be comfortable taking the lead in End of Contract Management activities.
A good understanding and experience of PPP or similar contracts is a key requirement for the role. Potential candidates should have an understanding of the role and work of HFS and Property and Capital Planning, as well as an awareness of the issues involved in providing assurance and compliance on healthcare projects, a key priority for NHSScotland Assure.
The post holder will be a qualified Surveyor or Commercial Manager (registered with the RICS or similar), and will have extensive management and leadership experience, as well as a good understanding of the key issues and priorities in PPP projects and contracts with an awareness of the key issues within End of Contract Management.
The post holder will be expected to work with other professional leads within Property and Capital Planning including the Assistant Director, Capital Projects Manager, Senior Digital Estate and Asset Management Advisor, Head of Operations (Equipping) and Directors within NHSScotland Boards and Scottish Futures Trust. The post holder will also work with colleagues from other areas of NHSScotland Assure / HFS including Infection Control, FM, and Engineering.
