An exciting opportunity exists for a Regional Manager, Improvement and Delivery to support the delivery of the Scottish Government’s National Urgent and Unscheduled Care Programme. This new role is critical in ensuring the integration and delivery of the national programme across NHS Scotland. The role will provide leadership to the implementation of significant national solutions to ensure that any improvement and performance initiatives align to the national outcomes necessary to support health and social care in Scotland.
The National Urgent and Unscheduled Care Programme aims to improve staff, patient and carer experience of urgent and unscheduled care by working with local staff within NHS Scotland Health Boards to build capacity and capability in improvement methodologies to sustainably improve performance, patient safety and flow through the unscheduled care pathway. This whole system improvement programme focuses on ‘Six Essential Actions’:
1. Clinically focused and empowered management
2. Building capacity and flow
3. Optimising patient flow
4. Managing medical and surgical process and interface care
5. Reducing variation across 7 days
6. Care close to home
To support the delivery of the Six Essential Actions, the National Urgent and Unscheduled Care Programme is underpinned by four national improvement programmes - Redesign of Urgent Care, Interface Care, Optimising Flow (Discharge without Delay) and 6EA’s.
As a Regional Manager, Improvement and Delivery, you will be responsible for overseeing one or more of the above significant programmes that will enable and provide the catalyst for new ways of working, improved operational performance and enhanced service quality for patients in Scotland. You will provide leadership into the Health Boards within your region and national groups to ensure the exciting and transformational vision for urgent and unscheduled care is realised. You will ensure programme governance is in place to support improvement and delivery of the Urgent and Unscheduled Care national plans and that all stakeholders are engaged and collaborating to realise the benefits and the success for the improvement programmes.
A key part of the role is supporting improvements to support the delivery of the national 4hr emergency access standard across the NHS boards to which you are aligned. This will require providing NHS Board senior managers / leaders with support to improve quality and delivery, leading and contributing to development plans to support service improvement and delivery of performance against the national 4hr emergency access standard. In addition you will provide health boards with specialist knowledge and advice to support achievement of sustained performance.
Applications are invited from individuals who have demonstrable experience of managing complex projects alongside utilising improvement methodology to support enhancing performance delivery. You will be operationally minded to drive improvements and are curious and tenacious to drive new ways of working to achieve service transformation.
Whilst the core work of this role is provided by the Scottish Government, the successful candidates will be employed through the Centre for Sustainable Delivery as part of the Golden Jubilee National Hospital. Service Level Agreements will be implemented between the Golden Jubilee National Hospital and the Scottish Government. Therefore the post holder is accountable directly to the Scottish Government for the delivery of their roles and responsibilities.
