Responsible for the operational management of the Health Records Service, providing leadership to Health Records staff, by managing a comprehensive and efficient Health Records Service both electronic and manual to support effective clinical care and development and introduction of processes to ensure conformity to legislation and best practice.
To control and manage delegated budget following Directorate Scheme of Delegation and processes, including authorised signatory for the Department payroll; overtime; travelling expenses; & stationery/supplies orders.
To be responsible for the maintenance, security, confidentiality of patient sensitive data in compliance with current legislation including the production of patient records for legal purposes, ensuring that data released is appropriate, meets the requirements of the enquirer and is carried out in line with Government legislation, access to Health Records, Medical Reports and General Data Protection Regulations 2018 (GDPR).
o Specialist Knowledge and understanding of Legislation and its application concerning Health Records as well as National Initiatives such as the Outpatient Waiting Times Directive, Electronic Clinical Communications Implementation (ECCI) and Scottish Care Initiative (SCI).
o Up to date knowledge of national guidelines relating to Electronic Health Records, Caldicott, Clinical and Information Governance agendas relating to Records Management, 18 week RTT, New Ways and TTG
o Significant experience across a multi-sectional Health Records Service
o Experience of Patient Administration Systems.
o Evidence of successful management of change in a large complex organisation.
o Experience of Microsoft Office packages: Word, Excel, Access, Powerpoint and Outlook
