This role is one of the most influential and high-profile opportunities within the Digital & Technology arena in Scotland. We are looking for an outstanding candidate who can drive a major Digital transformation and modernisation agenda to help maximise the positive impact the NHS and the wider public sector can have on all of our citizens.
National Services Scotland (NSS) is a national NHS Board operating right at the heart of NHS Scotland providing invaluable support and advice at a strategic and operational level. We deliver world-class services across Scotland supporting customers in the delivery of their strategic plans and essential healthcare services. The Director of Cloud Engineering and Operations will play a leading role in the digital transformation of National Health and Social care services. Our priority is always the same – to improve the health and well-being of the people of Scotland.
This newly specified role will lead the largest function within the Digital and Security business unit (DaS), and will take responsibility for the transition of traditional IT services to a modern and highly efficient cloud computing model. Reporting directly in to (and deputising for) the Director of Digital and Security, the post holder will have responsibility for developing, implementing and owning the cloud-first digital strategy. As part of this major transformation, the Director Cloud Engineering & Operations will have primary ownership of the migration of legacy services into the public cloud, whilst also driving a mindset shift to embrace DevOps, Agile and Continuous Improvement automation methods. This role is expected to have significant and immediate impact on a National scale across the landscape of NHS Scotland. The post holder will regularly engage with NHS Scotland Boards and Chief Executives to help drive the digital and cloud modernisation agenda by assisting in the development of board level strategies, roadmaps and implementations plans.
The role holder will be a vital member of the Digital and Security Strategic Business Unit Executive leadership team with direct responsibility for over 100 staff across geographically dispersed multidisciplinary teams and total budget responsibility of circa £10 million.

• Service Desk Management
• Solution Stewardship / Service Management
• Infrastructure Services
• Application Management
• Process Automation
This is a very challenging but highly rewarding position, one which allows the post holder to have very tangible, immediate and large-scale impact. This is a unique opportunity to enact both technological and cultural change, to modernise Digital services and create the necessary technology function to support a modern NHS provision. The successful candidate will have outstanding strategy, leadership and influencing skills as well as the ability to engage with multiple stakeholders. You’ll be a visionary, with the ability to communicate your vision and ideas in a clear and concise manner and enact major cultural change. You must be highly results – oriented, but achieve those results working in partnership with a keen eye for political sensitivity and the need to work as a team. Qualifications & Experience Required
• Degree level in a relevant IT related discipline and post-graduate qualification or certification in cloud technologies such as Microsoft Azure or Amazon Web Services
• Significant, extensive and demonstrable IT leadership ability at a senior level (with budget responsibility over £10mil) within an organisation of considerable scale and complexity within the Public or Private sectors including all areas of Procurement, contract and supplier management
• Demonstrable subject matter expertise in cloud technologies (AWS, Azure) and a proven track record of cloud transformation programmes including large-scale migration from Data Centre to the cloud
• Significant experience of managing large public cloud tenancies (IaaS, SaaS, PaaS)
• Proven experience of managing DevOps teams (Continuous Integration and Continuous Deployment) and of working in automated environments through Infrastructure as Code
• Demonstrable experience of managing the delivery of the ITIL v3 framework as applied to large and complex IT systems and services
• Experience of building and maintaining effective high-level stakeholder relationships across organisations of scale.
• Significant experience of leading through change and organisational change management using influence, persuasion and negotiating skills to deliver change and gain commitment.
• Experience of contributing to and developing strategy as well as performance management of services at a senior level.
• Customer-oriented approach which permeates throughout your teams
