The post:
As a vital part of NHSScotland, NHS National Services Scotland’s mission is to enable and support the delivery of better health and better care by working in partnership. We do this by providing a range of specialised support services that enable NHS Boards to focus their efforts on delivering health improvement and patient care.

NHSScotland Assure is the newly established centre of expertise focusing on quality in the built environment through providing a suite of services which launched on 1st June 2021.  NHS Scotland Assure encompasses the services provided by Health Facilities Scotland and ARHAI (Antimicrobial Resistance Healthcare Associated Infection) along with a suite of additional associated services. NHS Scotland Assure is part of NHS National Services Scotland and provides operational guidance to NHSScotland healthcare bodies on all facilities topics. We deliver and co-ordinate effective advice and support in relation to national facilities, equipping and technical matters which support and improve health and well-being services.

A Fairer, Greener Scotland: The Programme for Government for 2021 to 2022 reinforced the commitment within the 2021 Manifesto to invest £10 billion over the next decade to replace and refurbish health infrastructure.  This represents a significantly increased level of capital investment for NHSScotland and the basis for a complete review of the approach to delivery of the capital programme. NHS Scotland Assure is Framework Manager for Frameworks Scotland 3 which is the current procurement vehicle for the delivery of acute health and social care projects across NHSScotland which launched in 2020. This framework will deliver circa £650M of NHS construction and refurbishment projects across Scotland over its 5-year duration.  Frameworks Scotland 3 and the associated NHSScotland Consultant frameworks will sit alongside future capital delivery model(s).

We are looking for two highly motivated, innovative and enthusiastic individuals to develop and implement a strategic construction vision for the future and the associated transformational project procurement and delivery approach. This is a real opportunity to shape the future of NHSScotland capital project delivery to provide modern, fit for purpose facilities providing the highest quality patient care.  

The post holders will work alongside NHSScotland Boards providing expert advice, guidance and support in the delivery of projects. The post holders will be responsible for education, training, operational support and advice to NHSScotland bodies on all topics related to major construction projects being delivered under a variety of procurement routes. The post holders will also be responsible for providing expert professional advice and leadership to NHSScotland and represent NHScotland in dealings with other organisations within the wider public sector and also private sector organisations.

This post will report directly to the Capital Projects Manager and the post holders will be part of a team of Capital Project Advisors currently involved in the management Frameworks Scotland 2 and 3.   These frameworks have seen an average of £100- 150million spend per annum and circa 80 completed projects and 20 in development.  A key function of the new posts will be to develop industry best practice procurement and delivery models for all aspects of major project delivery.

The role will require: a thorough knowledge of the procurement and management of capital schemes from inception to operation; detailed experience, understanding and working knowledge of construction contracts and in particular the NEC3 and NEC4 suite; excellent commercial acumen and construction market insight is essential.

The post holder must also have a full understanding of NHSScotland property related issues: including the development of estates strategies; digital estate; and the compilation of estates related information as diverse as condition surveys and population and demographic studies.

Flexible - Glasgow / Edinburgh / Home Based / Hybrid working - Monday – Friday
