Due to the end of a secondment, the National Risk and Resilience Department (NRRD) is looking at recruiting into the position of Head of Specialist Operations on a permanent basis.  The successful incumbent would primarily operate from the NRRD Headquarters at Newbridge, Edinburgh, but since the role has a national remit, nationwide travel should be expected.

The purpose of the Department is to provide a comprehensive, effective and robust organisation-wide structure for risk management, integrated emergency planning, business continuity management, infrastructure security, community resilience, strategic operations and specialised operational response. The NRRD also directly manages and trains the three full-time Specialist Operations Response Teams.

The Department works directly with the Scottish Government and an extensive network of external organisations responsible for strategic developments in resilience and specialist response on both a Scottish and UK level.

Reporting to the General Manager, you will manage all aspects of Specialist Operations to meet performance targets and Government requirements to support national emergency preparedness, within a delegated budget, in accordance with statutory and strategic objectives.

You will represent the Scottish Ambulance Service on specialist groups, together with the emergency services and Scottish Government, engaged with the development of capabilities, multi-agency command and related activities. You will be responsible for further developments in our ability to respond to patient, partner and organisational needs in the context of specialist operations and the requirements of NHSScotland.

Major incidents can occur at any time and you will be required to provide a response in the role of Strategic Advisor, Specialist Tactical Commander or similar senior leadership role. You would also be required to attend the National Command and Co-ordination Centre, NRRD, which may be required during an incident or other event with national implications. The successful applicant will be expected to participate in a formal on call rota as part of the NRRD senior leadership team.

A flexible and industrious manager, with extensive experience in the strategic and tactical management of significant incidents and specialist operations and a good knowledge of the risks and threats currently facing the country, you will have good written and verbal communication and negotiating skills. You will have a high level of analytical and administrative ability and be able to demonstrate the ability to work to a high standard on your own initiative and make command decisions under pressure. You should be computer literate and be familiar with Microsoft applications and databases.

You will also be required to deal with sensitive information for which security vetting (SC+) will be required in addition to other standard background checks.
