A great opportunity has arisen to help shape the future of the Breast Screening Programme in NHS Scotland.

The National Specialist and Screening Directorate (NSD) plans and commissions national specialist and screening services on behalf of NHS Boards and the Scottish Government Health and Social Care Directorates.

As part of this function NSD reviews all commissioned services every 3-5 years. The planned review of Breast Screening will be an in-depth review of how Breast Screening is delivered across all of Scotland and we are looking for a senior manager to lead the review.

This is a new exciting and challenging post – providing senior leadership to the review of Breast Screening and senior planning and development experience to ensure services are fit for the next 5-10 years.  

The Scottish Breast Screening Programme has been in successful operation for over 30 years.  The Scottish Screening Committee has agreed that it is time to review the current operational model of delivery and consider a range of models and approaches incorporating the most up to date practices in safe and sustainable screening services

You will be supported by subject matter experts and bring excellent planning, change and relationship management skills to ensure an open, fair and transparent process that incorporates the views of a wide range of stakeholders from SG, NHS Boards, Providers, Patients and the Public.

You will lead a small planning & commissioning team; reviewing the operational delivery of breast screening in all NHS Boards and the inter-dependent services.  You will be responsible for ensuring a set of robust, risk assessed, financially sound options are appraised and prioritised for recommendation to the Board Chief Executives, Scottish Screening Committee and Cabinet Secretary, supported by the public health, clinical, planning and financial community in NHS Scotland.

You should be educated to masters level and have a proven track record of NHS managerial and planning experience at a senior level.  The post will require excellent interpersonal, organisational and communication skills and you should have proven negotiation skills and change management experience.  Candidates should be highly motivated with a desire to work in a multi disciplinary team.

This post is based in Edinburgh, with frequent travel throughout Scotland and some UK travel on occasion.  A pool car is available for business use.
