Clinical Lead, Point of Care Service

3 years, with option to extend

4 hours per week (1 session SPA)


NHS Forth Valley is seeking to appoint a clinical lead for Point of Care Service to work with local, regional and national teams to ensure safe delivery of all agreed Point of Care Service needs within NHS Forth Valley.

Appointee will be consultant in haematology, microbiology or biochemistry, holding FRCPath (or equivalent) by examination, working in a substantive post, within NHS Forth Valley.

As clinical lead, the post holder will provide support to the Head of Service, Associate Medical Director and Service / Department Managers in the day to day running of his / her area of responsibility. The duties and responsibilities of the role will be to:

· Provide accountability for the safe delivery of POCS services as defined in the NHS Board’s clinical governance structures.

· Provide an annual report to the clinical governance working group on the safe delivery of POCS in the NHS Board.

· Convene and chair NHS Forth Valley POCS Governance & Advisory Committee meetings, which will hold responsibilities as stated in its agreed Terms of Reference, including ongoing quality management as well as agreeing or declining applications for new or upgraded POCS.

· Establish systems to ensure POCS compliance with current legislation, national standards and guidelines.

· Engage & work closely with laboratory stakeholders, internal and external, including (but not limited to) consultants, clinical scientists, laboratory managers, biomedical scientists and the laboratory quality & training manager to ensure safe delivery of POCS including ongoing quality management.

· POCS services to participate in regional/national audit programme(s) as needed to provide assurance on the safe delivery of POCS services in all NHS Board areas.

· Ensure that systems are in place, approved by the Point of Care Governance & Advisory Committee to develop, approve, implement and regularly review policies for the safe delivery of POCS across all care settings in NHS Forth Valley.

· Ensure that non-conformance remediation plans, with priorities and timescales assigned, are in place to achieve full compliance with the standards.

· Co-develop and maintain a programme of education and training, including competencies and methods of assessment, for all staff involved in the delivery of POCS services.

· Establish & maintain systems for the risk management of the NHS Forth Valley POCS services alongside lead POCS biomedical scientist and quality lead.

· Engage and support capacity workforce & financial planning for POCS services that are available and are reviewed and reported to senior managers and clinicians and the clinical governance framework on a regular basis.
