A new opportunity has arisen for a Chief Clinical Informatics Officer to join the Senior Management team in NSS Digital and Security (DaS).This is a very exciting time to join DaS as we re-shape and re-focus our strategy as a key player in the delivery of NHSScotland Health and Care Digital Strategy.
A key enabler of this strategy is the introduction of new digital technologies, driving significant service transformation through improved collaboration and seamless data sharing capabilities. The Chief Clinical Informatics Offer (CCIO) is a key enabler to our success in delivering against our aspirations.
The Digital & Security CCIO is responsible for the provision of clinical leadership and strategic direction in the design, implementation and use of clinical informatics solutions and improvements, to ensure the quality of NSS services to patients and the public, and in the patient safety of digital and security services. The CCIO is responsible for providing professional clinical leadership and the promotion, support and co-ordination of all aspects of clinical informatics, including clinical governance and risk management.
The post involves leading and driving clinical effectiveness, supporting and demonstrating improvements in performance and outcomes and managing concerns across the portfolio of services, programmes and other solutions provided by the DaS Strategic Business Unit, working within the governance arrangements of NHS National Services Scotland. The DaS CCIO is responsible for a small clinical team including the Clinical Director and Clinical Advisers.  The CCIO will also provide professional support to other clinical staff employed within DaS (SCIMP – Scottish Clinical Information Management Practice).
Reporting to the Digital and Security Director, the CCIO will, as a member of the DaS Senior Management Team be the Clinical lead for the SBU. Professional Accountability is to the NSS Executive Medical Director. The CCIO will have regular contact with senior leaders at Scottish Government, including Chief Medical Officer Scotland.  Personal work objectives are agreed in line with the DaS Strategic Business Unit’s strategy and business plan.
The successful candidate will be a medical professional with significant experience at senior clinical leadership level. There is no requirement in relation to any particular specialty background but the successful candidate must demonstrate strong clinical leadership and informatics expertise across the spectrum of clinical care, underpinned by e-Health, Digital and systems knowledge within the health sector, with the personal credibility and interpersonal skills to lead and deliver in a politically sensitive and demanding role. This will require strong professional leadership along with excellent influencing and persuasion skills to engage with key stakeholders across NHS Scotland and in Scottish Government; for the range of national clinical activity across all aspects of the Digital and Security agenda, to maximise the potential impact of the services we deliver.
The successful candidate will be required to undergo a PVG Scheme Disclosure Scotland check.
Any candidate who has lived/worked overseas for more than 12 months in the preceding 5 years will also be required to provide a criminal record check from the appropriate overseas agency.
