As a vital part of NHS Scotland, NHS National Services Scotland's (NSS) mission is to support the delivery of health and care services to maximise health impact and efficiencies. We do this by providing a range of specialised support services that enable NHS Boards to focus their efforts on delivering health improvement and patient care.  Health Facilities Scotland (HFS) forms the Facilities Directorate of the Procurement Commissioning and Facilities Strategic Business Unit of NHS NSS. We provide operational guidance and support to NHS Scotland healthcare bodies on all facilities topics.

There are currently 40 operational Public Private Partnerships (PPP) contracts operating across NHS Scotland, hosted within 9 NHS Boards, with a capital value of circa £1 billion with a total annual unitary payment of £230 million.  A significant number of revenue funded Non-Profit Distributing (NPD) and Hub healthcare projects are now operational, with others in construction, all of which will add to this portfolio.  This post holder will participate in the advisory work of all current and future NHS Scotland PPP contracts as a key member of the PPP Specialist Support Team (SST) in providing technical and commercial advisory services across NHS Scotland to support NHS Boards in ongoing management and review of commercial contracts and in support of future PPP contracts and to ensure that they achieve value for money with full contract compliance. 

The post holder will contribute to the provision of expert management and advice services to Scottish Government Health and Social Care Directorates (SGHSCD) and NHS Boards on all aspects of the performance management, ensuring strategic benefits are planned and delivered, working closely with SGHSCD and Scottish Futures Trust (SFT).  The post holder will participate in the delivery of the PPP Annual Work Plan approved for NHS Scotland by the PPP Joint Project Board. 

Educated to degree level or equivalent experience in a relevant building services engineering or energy management discipline, with post qualification in a related field, with significant post qualification experience in property asset management, engineering and energy, facilities services management and commercial contract management is a requirement.
