Commodity Manager (Innovation)

A challenging opportunity has arisen to join the NHS National Procurement Innovation team to manage and support projects related to the procurement and commissioning of Research Development and Innovation (RD&I) and related services which align with the delivery of Scotland's Innovation Strategy. 

The Commodity Manager will provide strategic and commercial input to the effective and efficient procurement of RD&I and related services by NHS Scotland, including opportunity identification, contract development, commercial negotiation, supply chain development and contract and supplier management. 

We are seeking an enthusiastic Commodity Manager to support the NSS service in relation to Health Innovation advice and provision of a Procurement Accelerator function. This service relates to:

Innovation Advice
Providing core procurement advice and specialist knowledge to Scotland’s Innovation Network.
Publish relevant procurement advice relating to all aspect of innovation relevant to Scotland’s Innovation Network.
Support national and regional applications for industrial funding.

Procurement Accelerator Function
Publish and keep up to date the public facing Easy Access Innovation Acceleration Process for health and social care in Scotland.
Support Learning Events to support innovators navigate commercialisation process challenges (facilitate peer to peer learning).
Liaise with UK agencies associated with Accelerated Access Collaborative and recommend optimum involvement.
Support the Acceleration Hub for innovative procurement (including the HIAP website).
Supporting pre-commercial procurement aspects of Small Business Research Initiative (SBRI) projects as requested and directed by the project lead.
The individual should have a good knowledge and experience in strategic procurement as well as a wide understanding of the medical device / Medtech sector.

Working with a broad range of stakeholders including NHS Scotland health boards and RD&I networks, the post-holder will undertake detailed work to identify opportunities and, in partnership with RD&I subject matter experts and NHS stakeholders, lead the development of strategies to ensure the NHS maximises the benefits these opportunities offer. The post also involves close engagement with a broad supplier base which includes key strategic suppliers, multinationals and SME’s.

The post-holder will also contribute to the development and day to day management of the RD&I procurement team within National Procurement to ensure continued delivery of customer-oriented best value contracts for the NHS in Scotland. This will include National Innovation and Procurement portals.
    
Educated to Degree level or equivalent you will have a strong commercial and RD&I (or wide ranging) procurement background with an in-depth knowledge of procurement process, development of products and services from concept to deployment, ideally in an NHS setting.  The post-holder should be a problem solver, have excellent influencing skills and attention to detail, effective team and multidisciplinary working skills and practical experience of facilitating change.
