We do this by working in partnership with colleagues across Health and Social Care to deliver fit for purpose solutions and systems, delivering high quality services that help our stakeholders to free up resources so they can be re-invested into essential services.  Supporting the join-up of Health and Social care through digitisation and inter-operability is an important part of the role.

The post holder will provide and drive strategic direction and strong leadership in the planning, management and provision of specialist Digital & IT services to the NHS Scotland, Scottish Government, NSS and other large scale public sector organisations and will be responsible for setting the 5-year vision for this key Strategic Business Unit (SBU).  By adopting and developing a culture of transformational change the post holder will ensure the SBU helps the public sector in Scotland deliver outstanding services in an efficient manner, at best value.

The role reports to the Chief Executive of NHS NSS and will be a member of the Executive Management Team, providing leadership, support and guidance across all functions of the organisation.  The dimensions of the role provide a strong indicator of its importance and complexity:

  • Direct responsibility for a revenue budget of c£85m and assets of c£20m
  • Policy and strategy formulation on the £90m national level eHealth funding distribution
  • Procurement, service development and management of the £100m+ Scottish Wide Area Network (SWAN)
  • Leadership and direction of circa 350 geographically dispersed staff members within your business unit
  • Impacting on policy and decisions affecting over 120 public sector bodies across Scotland
  • Accountable for National IT systems and digital infrastructure which directly impacts on patient safety and information confidentiality, as well as the associated risks

The service model within your Directorate has a wide range of specialist inputs covering;

  • Digital Advancement
  • Technology Architecture & Consultancy
  • Procurement, Contracts and Vendor Management
  • IT Project & Programme Management
  • Software Solutions & Applications on a national scale
  • Systems Accreditation & Testing
  • Service Management, Delivery & Assurance
  • Infrastructure Services

This is a very challenging but highly rewarding position which will require the successful candidate to have outstanding strategy, leadership and influencing skills. The ability to engage with multiple stakeholders and communicate your vision and ideas in a clear and concise manner is essential. You must be highly results–oriented but achieve those results working in partnership and with a keen eye for political sensitivity and the need to work as a team.  It is vital that you espouse the values of NSS with openness, integrity, respect and care being at the heart of those values.

Qualifications & Experience Required

  • Degree level in a relevant IT related discipline and post-graduate qualification or equivalent
  • Extensive and demonstrable IT leadership ability at a senior/executive/board level within an organisation of considerable scale and complexity within the Public or Private sectors
  • Exposure to formal governance and senior level scrutiny of strategy and performance
  • Significant experience of performance management of services at a strategic level
  • Extensive experience of leading through organisational change management processes and programmes with a track record of successful outcomes and deliverables
  • Customer-oriented approach which permeates throughout your organisation
