This is a challenging opportunity to help harness the buying power of more than £2.4 billion spent each year across the NHS in Scotland. PCF, the Procurement Centre of Expertise for Health, works in collaboration with Health Boards to ensure the highest level of patient care through the provision of a wide range of goods and services via a series of best value National Contracts and Distribution Services.


Part of the NSS Procurement team you will report to the NSS Procurement Manager whilst operating with a high degree of autonomy. Knowledgeable and experienced in strategic procurement your primary role will be to take responsibility for the delivery of a Strategic Procurement Service to Public Health Scotland (PHS). 

You will implement PCF strategies, whilst managing compliance and managing supplier relationships to ensure the effective and on-going delivery of best value contracts. Using your procurement skills, applying commercial acumen and demonstrating excellent people skills, you will provide (PHS) colleagues with expert support across a range of services. As a key member of the NSS Procurement team and the wider strategic sourcing directorate you will also be required to support their overall objectives and initiatives.

The post will focus heavily on aligning the needs of PHS with best practice public procurement in Scotland, therefore the post holder will need to acquire and maintain in depth knowledge of amongst other things;

  • Public Procurement Regulations;
  • Scottish Public Procurement policies and priorities;
  • Detailed understanding of PHS strategic priorities;
  • Advanced usage of a variety of electronic systems including Business Objects, PCS-Tender & Public Contracts Scotland
  • PHS / NSS corporate and financial governance policies and procedures

The post holder should be educated to degree level in a relevant business discipline and hold or be working toward Membership of the Chartered Institute of Purchasing And Supply (MCIPS) or equivalent. Demonstrable experience of having successful track record in strategic sourcing is essential, including strategy development and supplier management. The post holder should also possess excellent communication and influencing skills.
