Applications are invited from candidates interested in taking up the role of the very first Chief Executive of Public Health Scotland, a new public body which comes into operation in April 2020. Applications for secondment from suitably qualified and experienced individuals will also be considered.
Public Health Scotland will be a new partnership between the Scottish Government and Local Government that will provide leadership across Scotland to improve and protect the health and wellbeing of our people. This new body will provide system leadership, supporting and enabling action to tackle the unfair health inequalities that persist in many of our communities, and to protect every citizen’s right to the best attainable standard of health.
With the formal status of a national Special Health Board employing around 1100 people, and with an annual budget of around £60 million, Public Health Scotland will provide authoritative information and services to support people and communities in taking responsibility for their own health and wellbeing. It will lead the national response to unforeseen health emergencies and will contribute to national and local government policy through its provision of robust data and intelligence, working to reduce the burden of preventable illness on our health and care services.
This is a unique opportunity for an exceptional person with outstanding leadership qualities. We are keen to attract a broad range of applicants with the senior level experience required for such a significant appointment. You do not need to be a professional expert in health or indeed public health. However, experience of executive leadership, organisational transformation and the workings of the Scottish public sector landscape is essential.
The inaugural Chief Executive of Public Health Scotland will be a critical role in the formative years of Public Health Scotland. As Chief Executive, you will provide inspiring executive leadership to senior managers, staff, the Board and its Committees. You will deliver a dynamic, effective and innovative strategic approach to the planning, management and provision of a range of national, regional and local services and partners.
You will contribute significantly to the development of a clear, innovative and strong vision for the new body. The values, attitudes and behaviours you demonstrate will play a major part in influencing the new organisation’s culture and ethos, underpinning its success.
As Accountable Officer, you will be responsible for the effective management and high quality operational governance arrangements for all resources entrusted to Public Health Scotland by the Scottish Parliament and, in their use, ensure a rigorous approach which delivers Best Value to the public purse and high quality services that improve and protect the public’s health and wellbeing.
Working with the Board, you will fully contribute to, and participate in, the strategic management and governance of Public Health Scotland.
You will introduce an appropriate management structure and recruit, train and develop an Executive Team that will deliver an effective leadership approach for the new organisation.
Education to degree level in a relevant discipline, with post-graduate qualification or equivalent, is desirable but not essential.
The successful candidate will be required to undergo a Disclosure Scotland check. Any candidate who has worked overseas for more than three months will also be required to provide a criminal record check from the appropriate overseas agency.
Please note that appointment to the board is a decision made by the Cabinet Secretary and COSLA.
