Applications are invited from candidates who are interested in this opportunity of Deputy Unit Head within the Chief Medical Officer (CMO) Taskforce for the improvement of healthcare and forensic medical services for anyone who has experienced rape, sexual assault or child sexual abuse. This post will be responsible to the CMO Taskforce Unit Head in the Scottish Government.
The CMO Taskforce was established in 2017 in response to a critical report by Her Majesty’s Inspectorate of Constabulary in Scotland (HMICS) on the provision of forensic medical services to victims of sexual crime.
The Taskforce is chaired by the Interim CMO and has a clear 5 year work plan and vision to deliver consistent, person centred, trauma informed health care and forensic medical services and access to recovery, for anyone who has experienced rape, sexual assault or child sexual abuse in Scotland.
The Taskforce is supported by a Unit within the CMO Directorate in the Scottish Government. This post is for the position of Deputy Unit Head. The role involves working closely with the Taskforce Unit Head, Interim CMO, Scottish Ministers and senior stakeholders across health, justice, children’s services, social work and the third sector.
Eligibility
Expressions of interest are invited for the opportunity as Deputy Unit Head. The successful candidate will be required to take up the post 25th May 2020 until 31st July 2021.
Location and Working Pattern
The post is based at St Andrews House, Edinburgh. Applicants on any working pattern are welcome to apply for this post.
The Role 
•    Support the timely and successful delivery of the Forensic Medical Services (Victims of Sexual Offences) (Scotland) Bill. The Bill underpins the work of the Taskforce and the two are intertwined. The Bill process relies heavily on the work of the Taskforce and each Stage of the Bill requires significant input and contribution from a Taskforce perspective. Ensuring the accurate and timely input from a Taskforce perspective is a key part of the role and ensuring Taskforce stakeholders are kept updated as the Bill progresses is also key.
•    Line manage x2 B3 (Band 7 equivalents) and countersign for x1 B2 (Band 6 equivalent) and x1 B1 (Band 5 equivalent) staff members. Ensure they have SMART objectives and provide support, guidance and direction when needed and that their work is produced on time to a high standard. Ensure one to ones and monthly conversations are carried out.
•    Oversee the delivery of the numerous work streams across the Taskforce programme including managing to the timelines set out in the 5 year work plan, managing risks, issues and the high number of interdependencies. There is a requirement to make decisions on key issues and support the various subgroup chairs to ensure the timely delivery of the various projects within a tight financial envelope and ensure that decisions support policy and practice from a SG, victim, justice and health perspective.
•    Act as the CMO Taskforce Unit Head when the Unit Head is unavailable/on leave etc. This covers a wide range of duties including attendance at meetings with a range of staff including the Interim Chief Medical Officer, Ministers, senior internal and external colleagues.
Essential Criteria
It is essential that you can provide evidence of:
•    Communication and Relationship Management - excellent communication skills, both written and verbal, with an ability to influence, negotiate and collaborate effectively with senior external and internal stakeholders.
•    Improving Performance / Project Management - strong performance and project management skills
•    Decision Making – ability to make decisions on key issues
•    Management – ability to manage numerous multi-disciplinary teams, including managing risks and a high number of interdependencies
