Who We Are
NHS Education for Scotland (NES) is an education and training body and a special health board within NHS Scotland, with responsibility of developing and delivering education and training for the healthcare workforce in Scotland.
The Finance and Procurement Directorate is led by the Director of Finance and Corporate Resources and each of the departments is led by a Head of Service, in this case the Head of Procurement and Commissioning. The post holder reports to the Head of Procurement.
What you'll do
These will include but are not restricted to;
Ultimate accountability for ensuring that NES remains compliant with all relevant law, regulations and best practice, lies with the Head of Procurement and Commissioning. However, the post holder is responsible for ensuring that all contracts and purchases for their commodity areas comply with NES policies and relevant EU and Procurement Reform Act legislation.
Interpreting and analysing all relevant procurement policy and best practice, and drafting procurement strategies for their commodity area that ensures all NES commissioning and procurement complies.
Responsibility for drafting and reviewing all contracts for the purchase of goods or services, including terms and conditions, and specialist clauses, prior to approval by Head of Procurement and Commissioning.
Organise and manage tender evaluation panels, as required, using agreed criteria to select from a list of potential suppliers.
Devising evaluation criteria and pricing models to facilitate effective and compliant selection of the best tender.
What you'll bring
These will include but are not restricted to;
Member of, or studying towards membership of the Chartered Institute of Procurement and Supply MCIPS (Desirable).
Procurement experience including strategic sourcing methodologies and fully conversant with Public Contracts Scotland (PCS) and Public Contracts Scotland Tender (PCS-T).
Experience of facilitation and negotiation.
Experience of attending and presenting to committees.
Ability to interpret and analyse procurement regulations, policy and best practice, and draft procurement strategies for given commodity areas that ensures NES compliance.
Ability to draft and review contracts for the purchase of goods or services
