Who We Are
NHS Education for Scotland (NES) is an education and training body and a special health board within NHS Scotland, with responsibility of developing and delivering education and training for the healthcare workforce in Scotland.
As a result of recent promotions, NHS Education for Scotland is seeking to four Senior Product Managers for the Technology Directorate.
These strategic posts will be crucial to the Product & Delivery Business Unit, which aims to maximise NES’s return on its investment in digital products and services by focusing on ensuring we are delivering the right thing, to the right people at the highest quality.
What you'll do
Each Senior Product Manager will be responsible for a number of products aligned to the domains of NES Technology (Education, Training and Workforce /Health / Care). The roles on offer are present are:
- Senior Product Manager – Learning
- Senior Product Manager – Care
- Senior Product Manager – Health
- Senior Product Manager – Education & Training
The postholder will define how the product strategy and ultimate delivery is to be achieved, using data and product metrics to define and prioritise which problems to solve and incorporate these within roadmaps that outline how the desired future state of the product, as defined in the product strategy. Financial planning and monitoring will form as large part of this role, as will the management of risk. The role will support the key strategic themes of NES, NHSS and the emerging National Care Service, developing educational, workforce, clinical and social care infrastructure for service improvement across Scotland, requiring the post holder to effectively manage change in order to deliver successful outcomes.
The postholder will be responsible for, but not limited to:
- Designing and implementing new systems to support the aims of the Digital Health and Care Strategy. This will include the building of new solutions, improving existing solutions and may also include the tailoring and implementing off the shelf products.
- Synthesising highly complex and sensitive information in order to make decisions on a product or project delivery.
- Leading on the development of product strategy and roadmaps for medium to long term delivery and implementation (3 – 5 years)
- Leading the Product Team(s) to deliver a specified outcome on time, on budget and in line with the agreed aims will be a key objective of this post.
- Liaising with senior stakeholders in NHSS, Scottish Government, Care Sector, Local Authorities and other regional and national bodies as required. Stakeholders will include specialists in business processes, technical staff and patient/service user facing health and care workers
- Coaching and mentoring of staff at all levels of the organisation (from operational to executive) and external stakeholders.
- Monitoring and acting on project risks, using recognised risk management strategies to mitigate risk and ensure the organisations exposure to risk is minimised and due process is adhered to, advising key stakeholders and ET as required on the impacts.
- Ensuring appropriate Information Governance and Security procedures are adhered to and compliance documentation is maintained and issues acted upon.
- Undertake research and investigation on a daily basis in relation to the most effective solutions for the problems and challenges facing the directorate, organisation and NHSS and Social Care sector. This will include involvement with professional networks, attending conferences and undertaking requisite CPD to keep up to date with relevant sector developments and innovations. Collaborate with stakeholders to ensure a harmonised approach to development and delivery of the digital products of NES.
- Deputising for the Head of Service at local and national level as required.
Key Tasks
The role will be varied and evolving and key tasks include but are not limited to:
- Lead on the design, development and management of future focused national business critical information systems/ platforms/ applications/integrations and services developed by NES and used across NES and the health and care landscape through highly scalable cloud based applications and technologies. Acting as the principle liaison between Developers / Engineers and the business stakeholders to translate needs and requirements and ensure the products meet the desired outcome and are delivered on time and within budget.
- Analyse highly complex and specialised IM&T situations that have no precedent within the organisation - which require the postholder to use expert knowledge to identify and compare a number of conflicting and not obvious solutions and will result in the proposal and delivery of solutions which offer maximum value to the sector.
- Lead on the production of formal reports e.g. tender brief, strategic proposals, etc that reflect the position of NES and secure support and funding for initiatives to help deliver the Digital Health and Social Care Strategy.
- Liaise and negotiate with a wide range of individuals at a senior level within educational and NHS institutions, Scottish Government, Social Care and beyond to ensure the delivery of initiatives at the highest possible standards and in line with NES and SG aims.
- Develop long term strategies and policies which will have a long-term impact (3 - 5 years) internally and/or externally by taking a lead role in the management of national projects to support education, clinical, care and /or workforce development and service excellence in defined professional areas.
- Devise and implement effective strategies and local policies as may be required in line with NES corporate policies, taking ownership of problems and contributing to strategies to resolve them.
- Employ project management tools and identify risks to ensure successful management and development of workstream(s) and future initiatives, establishing project goals, timescales and a work plan which meet the requirements of NES and service delivery. Report, manage and escalate risks and mitigation actions taken for area within the portfolio, to senior management/Executive as appropriate.
What you'll bring
These will include but are not restricted to;
- Expert knowledge and experience of developing, delivering and support for products, particularly in a health and / or social care environment
- Experience of designing and presenting the vision for a portfolio of products and gaining organisational and team level adoption
- Demonstrable track record of delivering products that return measurable value
- Significant experience of Agile development methodologies
- Experience of analysing requests for development and assessing the viability
- Writing proposals in response to commissions from NHS Boards, Scottish Government and other public sector organisations
- Significant experience of managing large and complex projects/programmes
